The Rostov office of the State Bank, in pursuance of the opinion of the State Council, most highly approved by Emperor Alexander II, was opened on July 17 (old style) 1862. Its first manager was State Councilor Vasily Vasilyevich Drozdovsky.

The main facade of the building is located on the Middle (Sokolov) Avenue between Bolshaya Sadovaya and Nikolskaya (Socialist) streets, faces Novobazarnaya (Soviets) Square and was facing the altar of the now lost Alexander Nevsky Cathedral. Initially, the facade of the building was designed for Bolshaya Sadovaya, but the space available there for construction was insufficient. For the demolition of neighboring buildings, the City Duma requested an exorbitant amount from the bank, the poet decided to "deploy" the building with the main facade on Sredny Prospekt.
